My need is to apply the following filter on some stats : "Keep only hands where the player faced a non-allin 3bet preflop"

I don't think it will be possible to count that exactly. We can't tell which opponent made the 3bet, and if there is a higher bet then we can't tell when the all-in came either. If you were to rule out (4 & higher) bets then it would be possible, but other than that I don't think it's possible.
